Include support for newer versions of HMC, extending compatibility up to at least the penultimate version of PowerVC.

Due to the need to support HMC version V10R3 1050, we encountered a challenging operational issue, which only arises with the brand-new version of PowerVC 2.2.0. We utilize PowerVC in both of our primary data centers, with storage arrays from various vendors, some of which are connected via the Pluggable Cinder driver. Currently, we are using version 2.0.3.1, but we have recently received Pluggable Cinder drivers for PowerVC version 2.1.1. Additionally, we have procured new IBM E1080 servers for both data centers. The standard factory procedure is to deliver servers with the latest available firmware, hence the servers were supplied with firmware version 1050. However, servers on this firmware can only be connected to HMC version V10R3 1050 and above. We are unable to transition to PowerVC version 2.2.0 at the moment, as it is entirely new and requires time for development and testing by the vendor. Our only viable path is to version 2.1.1. According to the supplier's internal guidelines, this process may take up to 6 months. Consequently, we had to resort to an unsupported solution, requesting IBM HW division to downgrade the firmware of the power boxes to a lower version. However, this situation could have been avoided if you were to extend support for HMC V10R3 1050 to the penultimate version of PowerVC, in this case, version 2.1.1.
