Add support for Storwize Volume protection to PowerVC

Storwize supports preventing volume detach or delete operations if IO activity has happened in prior minutes. 

PowerVC will fail vm delete returning from storwize error CMMVC8478E

However, without protection, if a vm is deleted , that can lead an adapter error EEH temporary error 

which may lead to an adapter reset, which would impact IO access to every LPAR which shares that adapter

    PowerVC shjould support Volume Protection. We found out that restoring a snapshot with enabled volume protection leads to an error-state of the snapshot on PowerVC, meanwhile the snapshot will still stay active on SVC.

    If this happens, you can not "reset" the state of the snapshot on PowerVC and the snapshot can not be used anymore. It stays in the error state. You can not "retry" a restore.

    PowerVC is handling volume protection different to SVC and showing a wrong state of the snapshot.

    Even if volume protection is supported or not by PowerVC, PowerVC should at least present the correct state of a snapshot and not showing a different state from SVC.

    This is a needed feature in a highly dynamic environment, without it, interuptions are cascaded to all VM's on the host
