The conversion from Utility CoD CPUs to mobile CPUs should be handled automatically in one step.
This should be available as a panel in HMC and
also integrated in LPM, so that an LPM operation determines the needed Mobile CPU and automatically increases the mobile CPU on the target system.

The utility COD function has been replaced on POWER9 with Enterprise Pools 2.0 (EP 2.0). With EP 2.0 the customer no longer needs to manage elastic (formerly called on/off COD), Utility or EP 1.0 movement/activation/deactivation of processor or memory resources. All the installed resources are available as metered resource. EP 2.0 bills based on actual consumption vs manual actions.
