Requesting a new attribute to increase / decrease CPU

Currently, we've a job scheduler called UC4 (appworx) which schedules jobs in our organization. This scheduler doesn't activates jobs when the CPU percentage is greater than 99%. The jobs remains in a CPU_WAIT state until the CPU % is below 99%. So I've written a script that checks the number of jobs in the CPU_WAIT state and dynamically increases / decreases the virtual CPU.

The request here is, is it possible for IBM to have a methodology to perform the same action based on an attribute just like how virtual processors folding / unfolding is done. IBM could have one attribute that increases / decreases the CPU's automatically. Whenever the user sets enables this attribute the system like all other algorithm i.e. the SCHED or folding / unfolding will perform the cpu's operation.

    IBM has reviewed this request and has decided that providing a solution at the operating system level is not desirable. Existing products such as PowerVC may be in the process of optimizing the overall system performance and these operating system based changes may have adverse overall performance effects.
