Check power IO enlarged capacity programmatically

We need a way to check / display the setting of the 'Enlarged I/O capacity' setting of the power server adapters.

This setting is essential for the correct functionality of the ESS IO servers and its misconfiguration has performance and stability impacts. We have seen bad performance and crashes due to a wrong setting. Unfortunatelz after a repair the hardware technician can forget to set it correctly. Even the factory seems to be unable to consistently configure it correctly. We have received ESS with good and bad settings from the factory.

So we need a way to monitor this setting to make sure it is set correctly. We don't care for the details of the implementation, provided we can programmatically obtain the information for monitoring purposes.
