Guard off VIOS when RMC get locked

Allow Migration with Inactive Source Storage VIOS
is default on to be able to do LPM when one VIOS is out of order.
If you do SAN path adjustment on VIOS side using vSCSI backed devices VIOS will get blocked.
viosbr is not running anymore.
MS get locked from HMC perspective.
No LPAR activation nor profile changes are possible at all.

    IBM has done a review of field problems looking for issues where the VIOS partition has hung due to situations like get_adapter call hangs and it appears from the data that there have been very few reported problems matching this problem signature. Also, there is a concern that automatically recovering from issues like this would reduce the ability to get to the root cause of the problem without additional investment in data capture. So, due to these factors and the resources required to implement this request, IBM is declining the request at this time. IBM will continue to monitor field problems of this type and may in the future implement this enhancement if conditions warrant a change.
