RFE for PowerVM for QoS with virtual fibre channel (NPIV)

QoS with NPIV requirements:

  1.  Desire a way to control the relative host and related FC adapter resources that a VM can consume compared to other VMs on a physical server.
  2.  The intent is to allow VMs with critical I/O needs to get more host and FC adapter IOPs with the trade-off of limiting, or possibly starving, resources on low priority VMs.
  3.  Need a management control plane / management control layer and API where these resource controls can be managed.  If appropriate, need to be able manage these controls through a PowerVC provided API if they are PowerVM/HMC based controls.
