HMC as Single Point of Control for System Time Consistency

During a P6 to P7 HW upgrade on one of the frames the system
time was not set correctly for the German Time Zone. UTC was
erroneously take to be UTC +0100. The time offset of one hour
was propagated after system IPL to all LPARs and is just to large
to get corrected through NTP. To adjust the System Time to the
proper value a full system IPL is necessary.
