Improve performance of fetching VIOS object

Currently our compute service depends heavily on fetching the VIOS object. Whenever the host has a lot of LPARs or LPARs with a lot of disks attached to it, the Rest api to get the VIOS object times out after 2 mins. Unfortunately this affects the start/stop times of LPAR in production. After talking to Chang from IBM, he suggested raising a feature request to improve the performance of this API.
