Add Network Tunnelling support via VXLAN or GRE for PowerVM

PowerVM lacks of support for SDN solutions and only supports legacy vlan based layer 2 networks.
Against this hypervisors under x86 supports network tunnelling technology. For example KVM supports VXLAN or GRE using OpenvSwitch. ESX supports VXLAN via NSX technology.
For PowerVM to compete against these solutions, PowerVM should enhance their network virtualization technology.
For these technology to work the hypervisor must act as the tunnelling endpoint (e.g. VXLAN Tunnelling endpoint or VTEP) and for PowerVM the Shared ethernet adapter on the VIOS needs to support this technology. Additionally it would be technical wise if it can connect to other non PowerVM VTEP devices or bridge it to non tunnelling networks.

    IBM has evaluated the priority of this enhancement proposal relative to other future product content and determined that this Idea will not be pursued for a future product release
