Prevent vNIC Port Flapping

We recognized that SR-IOV / vNIC implementation have a different behaviour when the physical link is having problems. This leads to flapping adapters in some cases. Shared Ethernet Adapters (SEA) have different kind of parameters to configure to prevent flapping. We asked to have similar options implemented for SR-IOV vNIC to prevent from Switch port flapping, like we have for SEA with: health_time link_time fb_delay
