After VIOS complete boot to trigger any IBM i VMs to start

We could not find a mechanism to start IBM i VMs after VIOS complete IPL. This is necessary for unattended operations in case of power failure or a complete reboot of the hardware is required. VIOS starts automatically after the hardware is started but this does not trigger the start of any IBM i VMs.

We found a solution when the host is IBM i but not when its running VIOS. https://www.ibm.com/support/pages/node/666913
