re-include alt_disk_mksysb command in the VIOS install media

Our AIX System Administrators use the alt_disk_mksysb command to create a bootable back-up image of the VIO Server prior to doing an upgrade (via oem_setup_env). We would like IBM to reconsider its decision, and continue to include this command in the VIO Server installation media. This command is part of the "bos.alt_disk_install.boot_images" fileset which IBM 's VIOS team has removed for new installations as of the 2.2.3.3 VIOS release.
