PowerVM VIOS Release the PCM Energy and SSP stats documentation

IBM appears to have forgotten to release the documentation for this announced and released in December 2016 feature REST API for temperature, electrical power and Shared Storage Pools.
This includes the units for ALL the statistics, the URLs, the header requirements.
That the Atom Id is actually the UUID.
Also if setting monitoring flags are a permanent change or temporary for the session or a timeout will switch them off
Plus clear worked examples.
Then in the resulting JSON clearly how to determine if the data is present or it returned an error in the data file.
