vNIC failback check

In normal running Aix, if the switch port is powered off or if loses power, and then powered on
The Vnic first would fail to the backup port then after the switch port is powered on, the vnic will try to fail back to the VNIC with the higher priority,
Where the auto-fail is enabled,
At this point, the link is up, but switch is not ready to accept traffic, this causes server to lose connection.
We are asking that a check to be performed, ( by pinging to a remote IP address ) to see if switch is ready to accept traffic, before the fail-back takes place.
Very similar to Etherchannel "IPaddr to ping " option

    Another possible solution would be to do a delayed failback similarly to the "fb_delay" attribute of the SEA devices.
    Waiting for about a minute covers the spanning tree protocol (STP) when the switch port is up, but not forwarding normal data packets.
