Unable to add VIOS rules for adapter

The rule is not supported or does not exist.
Reason given by support as:
According to rules command documentation at https://www.ibm.com/support/knowledgecenter/POWER8/p8hcg/p8hcg_rules.htm
- o add "Adds a new rule to the VIOS current rules or a user-specified rule file, based on device instance name or device unique type. If the rule already exists, it returns an error.
However, the device instance or device type must be supported by the existing AIX ARTEX catalog. Otherwise, the command fails."
Thus we are requesting this adapter be added to AIX ARTEX catalog as also recommended by support.
"That consensus is that since the error is valid, you have the option to submit a Request For Enhancement (RFE). An RFE is a customer initiated option to submit feedback to our developers for VIOS enhancements when VIOS function is deemed to be working as designed.
