cfgmgr locks VIOS if called in separate processes at the same time

mkdev, mkiscsi, cfgmgr, rmdev, rmiscsi cause the odm to lock and subsequently the VIOS gets locked and needs to be rebooted to recover. We run these commands when an LPAR is started/stopped and they could happen at the same time. This causing the VIOS to crash or get hung indefinitely is a blocker for us moving forward with VIOS.

    It is recommended that this issue be brought up as an AIX service issue. An RFE may be applicable depending upon the outcome of the engagement with IBM software support.
