Allow VM Recovery Manager HA to recreate LPAR on target system even with reduced paths to the LUN

VM Recovery Manager HA is currently not successful if the check on the target system results in a reduced number of paths to the LUN. This is the case with a HyperSwap configuration in the event of a data center failure (storage and server failure). In such a scenario, however, it would be desirable to have a "-force" option so that the LPAR can still be recreated on the target system, even if with reduced paths. This would allow the customer to restart production on the second data center in this szenario. By the way, VMware HA allows this and PowerVM does have a big disadvantage here.
