Support HMC addition to VMRDR when HMC password contains special characters

Update KSYS to support adding HMCs with complex "hscroot" passwords. If the "hscroot" password on the HMC has a complex password containing special characters (such as !, @, #, $), adding the HMC will initially say it worked but utlimately ends with a failure and does not get added. To get it to add successfully, the password has to be set to a less complex password in the HMC, added to VMRDR, password changed back to a complex password in the HMC, then the password has to lastly be modified in KSYS. It would be such a less complex task if VMRDR just supported using complex passwords for HMCs. There is no mention of not supporting specific special characters the documentation that I have seen. This problem initially delayed our initial implementation of KSYS.
