Add LIC Resave Level to PRUV to Ensure It's at the Correct Level for Upgrade

We would like the PRUV tool to check the resave level on the I_Base image in an image catalog to make sure it's compatible with the hardware you are upgrading the OS on.

When 'chlickey' is used to apply a new 5051 key, set the Threshold parameter to *USGLMT
