non-privileged role for "normal" user acct to run slibclean

please create a non-privileged (non-sysadmin like) role for a "normal", non-root user acct to run slibclean

    We do not plan to implement this request as described.
    HOWEVER: There is good news here. The reason we won't implement this is that we are making improvements which will make the need for this request no longer necessary. The handling of shared libraries being freed is planned such that the library will not remain marked as busy (errno: ETXTBSY) once no processes are using it, and the memory will be dynamically freed as needed ....except of course if the library is still actually being used (which would be true of an slibclean call as well).
    The improvement has been designed and is planned for the next AIX TL level.
