Allow the use of FQDNs for ntp service "allow by" definition

In version 11 of the HMC GUI, when configuring the use of ntp services, the options are Deny, Allow All and Allow by IP address.  NIST strongly recommends NOT hard coding the IP address when defining the ntp server.  They strongly recommend the use of their pool IDs which are load balanced across multiple servers in multiple locations.  They reserve the right to change IP addresses (as expected) which is one of the reasons they discourage it.  The current HMC code actually does NOT allow the best practice to be followed.

The fact that the Cloud Management Console REQUIRES that the HMCs be active with ntp services makes this configuration limitation a severe impediment when trying to use this technology.  We are struggling on how to implement this so that it does not cause unexplained outages in the future.  This is not a configuration parameter that << should >> ever have to be touched after the initial configuration so it would not be in the normal troubleshooting thought process.
