Library not found in library list

I added library HSSFCGI to my development partition. I added HSSFCGI to my library list in RDP for my development partition. I was editing a CLLE source member when I tried to prompt the command, XLSGEN, in the library and received error: Command XLSGEN in library *LIBL not found. I qualified the command and received error: Library HSSFCGI not found.
On a hunch I created an empty library of the same name on my production partition. When I prompted the qualified command again I received the command not found error.

So, when I prompt a command while editing source on my development partition the production library list is being used.


Use Case:

When adding new libraries to a development environment developers should be able to prompt commands when editing source in the same environment.

    Since I reported the problem I added HSSFCGI to my production partition. I am unable to run the same test. If I run into a similar situation soon, I will open a PMR.

This issue would be more easily resolved by opening a Problem Management Record (PMR) to ensure that we have the diagnostic information needed to resolve this issue.
