Licensing for application hosting

Problem description: in a hosting environment, multiple tenants may be allocated to the same partition. With current license management, it is
not possible to define user licenses per tenant because the product definition & feature code(s) is at the partition level (or even across
partitions, at the serial number level). We need a way to define groups of licenses within a single feature code, e.g. if 3 tenants exist in 1
partition, with 50 registered users, 100 concurrent users, and 30 registered users respectively, we need a way to define that and then through
assigning users or jobs or application environments to one of the groups ensure that no tenant goes over their allowed license count.
Current workaround: Define a product definition & associated feature code(s) per tenant, then assign every environment to a specific product
definition.
Proposed resolution: within a product definition, allow definition of one or more group IDs, each with their own count for the feature code
licenses. Enhance licensing APIs to have the group ID as an additional parm.

Use Case:

See Description.

The proposal for group ID doesn't fit into current license management architecture, and the cost to change license management is not feasible. It would be more straightforward and flexible for the application to accommodate multi tenant situations. I'm happy to discuss that idea further with you.
