Avoid partition failure when not enough memory is available in machine pool and adding volumes through virtual FC adapters

The PMR describes an IBM i microcode failure (it hangs and forcing an IPL is the unique way to restore) when both conditions apply to a logical partition:
1-adding a lot of external storages volumes through virtual fibre channel adapters
2-not enough memory in machine pool
The PMR gives a rule of thumb to estimate needed memory.

The requirement is to avoid a failure when those two conditions apply. We should have an error message in QSYSOPR message queue specifying that there is not enough memory to handle all the new volumes.
If we have the message in place of a failure, we can manage adding memory to the machine pool or let the performance adjustment (QPDRADJ) moving memory from base pool if possible.


Use Case:

We are running Managed Services Provider activities. Therefore, adding volumes, removing volumes, moving from a storage solution to another one is a BusinessAsUsual activity.

Example of a Use case:
- an IBM i logical partition is using DS8x00 storage volumes
- the DS8x00 storage system is being replaced with V9000
- the transformation from DS8x00 to V9000 volumes must be as transparent as possible
- adding V9000 volumes to the IBM i Auxiliary Storage Pool Configuration can be done while running the applications, so without failure
