As noted by the CAAC investigation, the spooled files appear to have been requested by the application.
The CAAC has reviewed this requirement and recommends that IBM not implement this request. It appears that the job is being changed to generate job logs in the code. It does not seem to have anything to do with SQL Debug.

Debugging SQL programs provides information on access path selection etc.
