Add Compare Recommended PTFs from IBM to QMGTOOLS

Add Compare Recommended PTFs from IBM to QMGTOOLS. As of 5/22/19 we can compare Groups, HIPERs, and Defective PTFs against IBM list of available PTFs. Would like to have another option to compare the Recommended PTFs list from IBM to what is currently installed on the system

Use Case:

QMGTOOLS PTF enhancement

This request is being rejected because there lacks a central repository for individual products. Since each repository is not unique in design, QMGTOOLS needs be modified to process each one individually. Because there is no standard, an individual repository can change without warning, causing QMGTOOLS to fail.

The IBM i Recommended Fixes page do call out for individual fixes further down on the https://www-01.ibm.com/support/docview.wss?uid=nas8N1021480#1 page under "Recommended for specific products or functions".

A function to easy identify individual fixes that are not part of any cumulative or group PTF package would be a great addition to this tool.

.This function is planned for 2nd half of 2019. Note the IBM i Recommended Fixes page does not call out individual fixes, but just calls out the Cumulative PTF package, Hiper, DB2, Java, and Security PTF groups. IBM is planning to add a Compare Recommended PTFs command to library QMGTOOLS. The new command will basically be a subset of the existing cmpgrpptf (Compare Group PTFs) command, but just display the same information for only the 5 recommended ptf groups: Cumulative PTF package,Hiper, DB2, Java, and Security.
