Enable better time staggering for performance gathering and other tools

The IBM i performance collecting feature is only capable of being scheduled at the hourly minutes of 00, 15, 30, & 45. Essentially, the top, right, bottom, and left of the hour - which happens to be very inconvenient given other workloads
Since we have many partitions on a frame running this performance gathering feature, we'd like to see if the performance gathering tool's scheduling can be coded to allow for better time scheduling. For example: 08, 23, 38, & 53 after the hour. We'd like the capability of setting this feature to any15-minute increment of the hour versus 00, 15, 30, & 45.

    There should not be a noticeable overhead to run Collection Services to collect performance data and put the data into the management collection object (*MGTCOL). If there is concern about any extra overhead, then I'd suggest looking into turning off the creation of database files. This can be done using the CL command CFGPFRCOL CRTDBF(*NO) or using the Configure Collection Services function in IBM Navigator for i and deselect the "Create database files during collection" option.

    This is an interesting request. There is a bit of a circumvention as you can configure Collection Services to use 5 minute intervals - which I highly recommend you do, as 15 minutes is a very long time. In fact, with IBM i 7.3, IBM now recommends 5 minute intervals. You do need to verify you have disk space available, as 5 minute intervals will result in performance collections roughly 3-times larger than 15 minute intervals. You can go as small as 15 second, 30 second, or 1 minute intervals, but generally that's only needed when troubleshooting issues, and the collections get larger the smaller the interval.

    However, even with 5-minute intervals, the data is still collected on standard wall-clock times of 00, 05, 10, 15.

    I can see the need for customizing the collection time if you have applications or scheduled jobs that run at specific times and you want more control over when the performance data is collected as it relates to when these applications run.
