QIBM_QPWFS_FILE_SERV - be able to filter for move on directories

We would like to be able to filter for move operations for directories in QIBM_QPWFS_FILE_SERV. Today we can only filter for move (it can be a file or a directory).

Use Case:

We have issues with users moving folders they should not do but we cannot limit it through the exit point as they should be alowed to move files in the same IFS path.

The user has the ability within the Exit program to handle this. They have the path and can validate the operation and objects.
