ACS: Add SSL/TLS support for Linux ODBC connections

The iACS ODBC driver for Linux does not support SSL/TLS connections. Please add SSL/TLS support to match the Windows version.

Use Case:

Encrypting connections to our IBM i partitions from Linux servers that use ODBC to connect to the database.

Enabling secure connections works identically to Windows: set SSL=1 on the connection string or in the DSN. You must have OpenSSL installed on the system and the CA certificate which signed the server's certificate must be in OpenSSL's trust store (which it likely is unless you're using an internal CA or self-signed certificates). If you continue to have issues, please open a ticket with support.

As of the latest ACS Application Package, version 1.1.0.27, TLS is now supported on the Linux, macOS, and PASE platforms.

This requires that the OpenSSL libraries provided by your OS (or Homebrew on macOS) are installed. OpenSSL versions 3.0, 1.1.1, and 1.0.2 (on Linux) are supported, with the most recent version found taking precedence. Unlike with GSKit on Windows, FIPS mode is not supported.

The stunnel solution works, but requires one more piece of software installed that needs to be monitored and audited. We would strongly prefer an integrated solution as is offered on Windows.

The CEAC has reviewed this requirement and recommends that IBM view this as a HIGH priority requirement that is important to address.

Encryption is becoming standard for data traffic, object connect tcp/ip is also using TLS and we should follow the precedent set there.

The CAAC has reviewed this requirement and recommends that IBM view this as a medium priority requirement that should be addressed. Although there is a work-around from the Linux side and not all clients have a set-up with Linux, we really also need to fill the gap in the IBM i ACS Linux client for consistency of Security features.

A secure ODBC connection from Linux is available today using the workaround at this link:
    https://www.ibm.com/support/pages/node/869822
IBM understands this request and will consider it for a future code update, though no commitment is made or implied.
