IBM, the response below was a major deflection of your responsibilities. ACS should work for any language, and it its outright cheeky and dismissive to suggest 5722IP1.
First of all, who still uses 5722IP1? Is it even still available for ordering? If yes, at what cost, or is it one of the LPPs that are now free? Even then, what are the steps to use 5722IP1 to achieve the outcome the user wants with the same ease of use as provided by ACS for Latin1?
You really ought to re-open this RFE and reconsider it fairly.

The Infoprint Server LPP (5722IP1) can be used to setup conversion of the spooled files to PDF. If they are placed in an output queue, ACS can be used to download them using Printer Output.
The print files are not self-programmed, they are hardcopies from the OS/400 operating system.
