Eliminate binder language

Add a keyword to the CRTSRVPGM to specify a signature. Change the UPDSRVPGM to maintain all current exports and add new exports to the bottom of the list. Possibly, have the two commands create binder language for documentation purposes. If an export is removed, maintain its position in the list and, if documented, suffix the export name with _deprecated or _deleted.

Not all procedures marked with the export should be available to callers of the service program. A new keyword in the RPG code is necessary to distinguish exports to the module and exports to the service program.

Eliminate the need for future RPG programmers to learn Binder Language and reduce the learning curve. Eliminate the burden of an extra development step and the hassle of managing additional source.
