The support team came with a work around.
It can be used but I feel that it is very clumsy to use.
There is a way around this issue and that is:
1) On the first line you want to comment out, use ALT+L
2) Then go to the last line you want to comment out and then use ALT+L. Now you have the block of lines selected.
3) Move your cursor on a different line that is not a comment line and select Ctrl+Shift+/ repeatedly. You should see that it will add the comments to the highlighted blocked lines repeatedly.
I have raised a case TS010509406 about the same problem on 05 sept 2022.
After a lot of writing back and forth with the IBM support team, they asked me to submit an idea here.
This request describes exactly the problem described in case TS010509406.
There I suggested:
May I suggest that you implement an option in the preferences so
it is possible to select the old behaviour or the new.
That should have been done from the beginning.
