RDi: Fix commenting feature broken in 9.6.0.12 Merged

Prior to 9.6.0.12, I could repeatedly press Ctrl-/ to comment out a line, increasing the depth of the comment in order to make it stand out.

Now, repeatedly pressing Ctrl-/ on a single line toggles the comment.

Additionally, when commenting out a group of lines (by pressing Home on the first line, and then Shift-Down arrow), if the cursor ends up on a line which is already commented out, the commenting out of the selected lines doesn't take effect.
