Allow more than 16 group profiles for a user profile

Actually, one can link a user profile to 16 group profiles. For RCAC performance, we need to link a user profile to more than 16 group profiles.

    This same idea was recently declined. This is the information that was provided when the idea was declined:

    While we agree that being able to have more than 16 group profiles has value, we do not currently plan to implement the support. Given the runway for the next 2 releases, we won't be able to get to this request so are declining it now.

    For those looking to adopt a more granular implementation of Db2 for i's Row Permissions and/or Column Masks (RCAC), here are some recommendations:
    -- Use VERIFY_GROUP_FOR_USER() for the 16 most performance sensitive roles, and a secure UDF for any additional roles.
    -- Implement the CASE expression in order of the most common or most performance sensitive conditions to the least common.
    -- Engage IBM i Lab Services to consult on an RCAC strategy that satisfies both data security requirements and performance expectations.
