Allow %PROC BiF in the ON-EXIT

Allow the %PROC built in function to be used in the ON-EXIT group. That way if the subprocedure errors I can return the name of the subprocedure to whatever called it.

    The CAAC has reviewed this IBM Idea and recommends that IBM view this as a high priority Idea that is important to be addressed.

    One of the biggest headaches within RPG is the fact that it is more difficult to make a procedure or program throwable. (think Java) and improving that capability would be so nice.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual IBM Ideas on the broader IBM i community and has therefore reviewed your Idea.

    IBM will use this Idea as input to planning, but no commitment is made or implied. This Idea will be updated in the future if IBM implements it. IBM will use votes and comments from others in the community to help prioritize this Idea.

    The ON-EXIT section for an RPG procedure is actually a different procedure. Within an ON-EXIT section, %PROC() could return two possible values:
    - the name of the procedure containing the ON-EXIT section
    - the name of the ON-EXIT procedure

    If this Idea is implemented, %PROC(*ONEXIT) would be allowed within an ON-EXIT section to return the name of the ON-EXIT procedure. When %PROC(*ONEXIT) is supported, %PROC() without a parameter would also be allowed in the ON-EXIT section, and it would return the name of the procedure containing the ON-EXIT section.

    Before this Idea is implemented, save the name of the procedure in a variable:
