Allow the default value of function QIBM_RUN_UNDER_USER_NO_AUTH to be set to *DENIED (it is currently not changable)

Function QIBM_RUN_UNDER_USER_NO_AUTH is very efficient to prevent illegitimate impersonations. Its added value goes far beyond the protection of *TOTP users.
The default value is *ALLOWED, which is understandable.

The fact that we can’t change the default to *DENIED is less understandable.

An audit trail is available through the “User action auditing” *AUTWARN so the legitimate impersonations can be captured, analyzed and allowed before the enforcement (this is great!). Allowing a System Administrator to change the default to *DENIED will be under the responsibility of the customer, as many other configuration options are. I am convinced it will greatly improve the IBM i protection if we can set the default value to *DENIED.

I do not feel that workarounds like manually adding all users or groups to QIBM_RUN_UNDER_USER_NO_AUTH with *DISABLED offer enough security, as on a busy system, new users are often created and their default value would still be *ALLOWED. Only having these new users created with impersonation set to *DENIED would offer full protection.
