Allow Multi-factor authentication option to enable SMS/Email authentication methods in IBM i 7.6

Implementing email or SMS as additional MFA options on IBM i could enhance user convenience and adoption by providing familiar and easily accessible authentication methods. It would eliminate the need for every user to rely on authenticator apps, which can sometimes be a barrier in enterprise environments, and instead allow them to receive one-time codes through channels they already use daily. In some environments the apps are also restricted so they won't be able to take advantage of this native MFA featured within O.S. 

Such options could also serve as valuable fallback methods in cases where a user loses access to their authenticator device, ensuring smoother recovery and reducing support overhead. By offering multiple choices, IBM i would provide greater flexibility and inclusivity, making MFA adoption easier across diverse user groups

    IBM does not intend to provide a full solution to this Idea, so it is being closed.  We agree with the Idea's value but do not believe the operating system is the appropriate place to implement the solution.  These use cases are why the *REGFAC authentication method and authentication exit program were introduced in conjunction with the *TOTP solution.  *REGFAC allows for an alternative MFA solution that doesn?t require users to rely on an authentication application generating a TOTP value.  Independent security solution providers in the IBM i ecosystem provide alternate MFA solutions, and some have started leveraging the *REGFAC operating system hook.   

    Note that for recovery purposes with the *TOTP implmentation, a user is provided a recovery key when creating their TOTP key. The recovery key can be used as the additional factor instead of the TOTP value if they lose access to their authenticator device.
