Allow ability to invoke Functions and Stored Procedures using Specific name in addition to Long Name.

Currently  Tables, Index and Views have the ability to invoke using either the long name or the short 10 character name.  It will benefit for adopting both short and long names and stay consistent with Tables, Indexes and Views.

    IBM does not intend to provide a solution to this Idea at this time, so it is being closed.

    The specific name for a procedure or function is not equivalant to the system object name. It can be up to 128 characters long, just like other standard SQL names. It provides a unique name for a routine that can be used for DDL operations on the routine. Function resolution is a well-defined process that does not involve the specific name. We do not plan to break with the SQL standard and the Db2 family by including the specific name in funcion resolution processing.
