Send IAS03E2 message to QSYSOPR (FSFC)

If error IAS03E2 "Unexpected error occurred on SVC or HMC interface" happens while a CSEDTA is running, FSFC is logging a command error but not declaring the process as failed. If this happens shortly after STRFSFLASH command is given, this will result in nothing being achieved by the process (no flash taken, no backup taken, ...) and can easily remain unnoticed, as the only way to know is looking at the CSEDTA job (which closes with code 20).

As an example, the following can be intercepted:
IAS087E IAS0779 IAS0533 IAS0539 IAS0652 IAS065E

It would be nice to either receive IAS03E2 in QSYSOPR as well, or declare FSFC Failed when it happens.
