TNCPM Referrer persistent logging and OS discovery

When the VIOS IP Referrer is installed and configured to monitor new IP (detected by SVM over SEA), it inform "admin" by email of the newly detected IP which do not have an agent running.

Adding the IP to the Policy Server, and visibility in the PowerSC uiServer, it will add persistence to the discovered LPAR.

In addition, enable the Policy Server, or Patch Management Server, to probe the new IP with SNMP to discover more details of the LPAR (such as OS:AIX,Linux,IBMi), and from HMC.

    The latest PowerSC does not rely on the ip referral for detecting client.
    Please get latest PowerSC version and see if the enhancement may still be needed.
