PowerVC should use a supported version of python3

The most recent version of PowerVC (2.0.3 released May 2022) installs with Python 3.6.8 and is coded so that it will only work only with Python 3.6.8. Python 3.6.8 went out of support 12/23/2021. Thus, PowerVC is using an insecure release of python that is subject to vulnerabilities. Updating PowerVC to use a supported version of python will result in better security for the product.

    Thanks for opening this RFE, we now planned to update the python version along with OpenStack every year. PowerVC 2.1 coming in Dec 2022 will have Python 3.9 support.
