Tape devices not to block VM Snapshot functions.

Currently a VM snapshot cannot be created when a FC tape device is attached to the VM.

FC tape device volumes do not support snapshots, which makes sense as there is no way to snapshot a tape device.  This though, has the effect of blocking snapshot functionality for a VM when it has a tape drive volume attached.  An "Error Snapshot operation is not supported for this VM. It is connected to an unsupported storage" error is received when attempting to utilise snapshot functionality.

In an environment where FC tape drives are used a lot eg: with IBM i VMs, blocking snapshot of FC Storage (disk) volumes makes no sense.  PowerVC should still be able to create a snaphot for the VM, but with the FC tape drive excluded.  

Currently this limitation can be worked around by creating a snaphost consistency group for all of the FC Storage Volumes attached to the VM, but, PowerVC cannot use these to restore the VM and any restore needs to be performed manually outside of PowerVC control.  While this is a work around, it's not ideal adding extra complication and effort.
