administrator role is able to use public shared images

Currently, only the administrator role is able to use public shared images. The advanced roles have rights and permissions concerning images inside the project alone.

Please change that the advanced roles are able to use shared images. This will heavily reduce the management overhead when using projects and requiring to limit users/groups with just a small set of permissions.
At the moment we have to provide all groups/users across all projects the Administrator role. Otherwise we have to provide and maintain the exact same images in all projects.
For example:
Having 4 images and 6 projects, we would need to store and maintain 24 identical images!
