PVLAN support for PowerVM

Currently PowerVM only accepts PVLANs by forcing VEPA on its vswitch and private-vlan host mode set on the external switch port (1 primary VLAN, 1 secondary PVLAN). (as described in this IBM developerworks link: https://www.ibm.com/developerworks/community/wikis/home?lang=en#!/wiki/Power%20Systems/page/PowerVM%20Support%20for%20Private%20VLAN )

Due to multi-tennant environment and cloud requirements, security standards impose PVLAN implementation for inter-customer visibility separation. This means in the PowerVM environment we should have one PVLAN per customer (therefore more than 1 PVLAN per SEA/SR-IOV adapters). (It's already implemented and working on all our VMware farms). The showstopped is IBM Power. This is impacting current audits, deals and in the future affecting the account's budget as lacking this feature puts us behind current standards.

    We are still discussing this and evaluating the impact on PHYP and vswitch.
