5733-ICC time estimation for file transfer

Tools like Curl give an estimate of how long a transfer will take. This would also be useful with ICC. Use Case: This would make it easier to estimate the duration of a transfer or to identify possible connection problems in advance.

ACS Printer Output add an option to specify a different encoding when downloading as text (.txt).

Access for Windows downloads spool files in different encoding than ACS. ACS only produces UTF-8 Use Case: Download spool file reports for relay to vendor. Vendor does not support UTF-8 with current interface.
