Allow %PROC BiF in the ON-EXIT

Allow the %PROC built in function to be used in the ON-EXIT group. That way if the subprocedure errors I can return the name of the subprocedure to whatever called it.

SRIOV VF RDMA is NOT supported on most LP. nevertheless the default value of rdma is desired and increase VIOS memory footprint in large environments.

Add support for Java 21 to IBM i

Java 21 is needed so we can use new features also on IBM i. It will enable IBM i community to run applications that requires java 21. Java 21 (IBM Semeru) is already available for other platforms.
