Allow the specification of minage to be less than a week

Currently value set for minage is in weeks and the smallest value to enter is 1, equating to 1 week. This value is to high and we would like the ability to specify minage in hours or days.

    .While it's true that DISA explicitly specifies that
    "Operating systems must enforce 24 hours/1 day as the minimum password lifetime",
    the object is "to prevent repid password changes to defeat the password reuse or history enforcement requirement".
    For AIX the setting minage =1 means user cannot change password within a week,
    the configuration should meet DISA's specific requirement.
    It enforces the requirement more strictly than the STIG.

    In case a user forget their password within a week's time and need recovery,
    this can be done by involving system admin.
