While chhmcfs command can be used to clean up space in HMC filesystem, we will evaluate at if any of the pedbg option can be provided outside of hscpe user.

This seems to make sense, why does a secondary user (hscpe) need to be created for this function. Obtaining logs is a basic troubleshooting step and it seems unnecessary to have to create an additional user to perform a pebdg. It would be simpler for hscroot to have authority to this command given this is already a privileged user.

Currently, hscpe user can be created and used for executing pedbg commands as mentioned in the case TS004418402. Can you please provide more information on concern with creating hscpe user on the HMC? or other use cases where pedbg would be required for hscroot ?

I would extend this further - allow 'pedbg' as a role to be applied to any user group... thereby enabling other users, LDAP for example, to do it if desired. Gathering such diagnostic data is a typical role of someone in our operations team - it would be great if we could grant that group 'pedbg' rights without needing to pull hscroot or creating the hscpe account.
