I am aware and did go about doing this on some systems, however, it kills our network to constantly upload data at a much slow rate than the IBM servers are able to provide.
In the end it was less of an issue to download the ISO and burn a copy for the remaining customers. I have therefore mailed out DVD's as even to transmit this to a PC on their network then to the iSeries is a pain.
A command similar to the SNDPTFORD perhaps SNDLICORD directly to IBM would be a great help. This also allows IBM to verify that the end user is allowed the program.

If you have the options already installed on one system, you can use SAVLICPGM to save to a save file, then move that save file to another system. FTP or save/restore to tape are just a couple of examples of ways to move the save file to another system.

In IBM i Access for windows you have the option to send a license program to another including the install. This option can be found under:
Management Central => Endpoint Systems => => Configuration and Service => Software Inventory => Installed Products => => Right mouse click and option "Send and Install" => the wizard will help you further
If needed you have to run an inventory first, the system you want to send to needs to be listed under the Endpoint Systems. Also Management Central needs to be running there.
Regarding downloading iso images
When selecting HTTP download instead of Download Director, the amount to download can in some cases be minimized to only what you need. Also you can use the HTTP link to download directly to IBM i using CURL part of the Open Source license program.
